These railroads are currently set to only show waybills that are allocated to them on their home page view. This is a setting the owner of the railroad has set, and cannot be over-ridden by anyone except the owner of the railroad indicated.
When a railroad that is set to only show waybills allocated to it needs to action a waybill, use the Currently on / allocated to selector on the home page for the waybill, or the Assigned To selector in the Waybill editor view to make the required waybill appear in a railroad's Home view.
